Although electronic games are challenging to the intellect of your toddler, there are other more important areas in their development that need attention too, like interacting with others, bonding with people and pets, learning how to get dressed and undressed, eat by themselves, etc.
There is nothing that will build your toddlers self esteem and mould his character better, than spending good quality time with him, bonding, playing together and yes, reading an old fashioned book while sitting on your lap or telling them their favourite bedtime story.
